Political scientist Larry Sabato sees a significant similarity between 1994 and 2008: the majority party in Congress virtually forfeiting scarce seats. Even if you accept that the Foley seat is not necessarily lost (as Mickey argues), the GOP's edge in the House is small enough that they can't afford to put any seats at risk.
